This law opens a new bond emission: 100 treasury bond(s) the state sells at face value (0.0897 EUR each), each paying 0.46%/day interest and maturing in 12 month(s). Every issuance is its own tranche — bonds from different emissions can pay different coupons and mature on different days. The money from every bond sold goes straight to the state budget; in return the budget owes each holder the daily coupon and must buy the bonds back at face value when they mature. Emissions are spaced at least 5 days apart, so this law could only be proposed once that wait was over. A treasury may issue only while it holds more than 500 EUR and stays under the 50000-bond cap; if it no longer qualifies when the law passes, no bonds are issued.
